Refunded , now , Connect wifi goto setting ang try once UICC unlock , than back to sim-unlock and unlock it

i tried to unlock a phone : samsung sm-s757bl tracfone, the server told me the unlock is done. but the network is still lock.
i tried 2 times, it still lock. i lost 4 credit. please tell me what i am supposed to do right now.

Flash full firmware same as modem on support and unlock again
