This option for Privacy lock (APP lock) via ADB interface only, not working for screen lock (pattern, pin, password lock).

Read thread careful please, this option for privacy lock (app lock), not working for screen lock. if you phone facing privacy lock, you can enable adb as follow way:

Settings > Develop options > Enable USB debugging
