You need to do correct procedure.
Phone has to be Android 11. Remove Sim and Factory Reset - Activate (no sim no wifi) - Unlock and after unlock connect wifi and Sim.

Please , Update to Latest version
Hardreset Phone and must be Active without sim and Wifi
Unlock again
Conenct wifi and insert sim after ,

Please give report
