thankyou ufi team, finally the htc desire 12+ repair imei case has been resolved
- unlock bootloader
- Twrp flash
- root via twrp
- repair on androidtoolbox via diag mode
- done

if anyone needs the supporting file I have

Unlock Bootloader:

NOTE: This perform will erase all the data from your device, please do it after backup.


Go into developer options and enable USB debugging and OEM unlock.
open a command prompt and type:

adb reboot bootloader


fastboot flashing unlock
