Yes this is a common issue with that device. The main reason for that is the Security Patch level. The patch prevents our methods from work. Please try to reflash the device and then boot it up from recovery. Then run the imei repair and the patch cert in Airplane mode.

Please reflash the device now. Use a firmware file, which has a different modem version. Then repeat the IMEI REPAIR and the PATCH CERT.
