Brother, the issue can happen for two reasons — either the file got corrupted during download, or Windows Defender/antivirus quarantined the EXE inside, so the extractor cannot run the temp file. Follow the steps I mentioned: first re-download the file, then temporarily disable/whitelist Defender, save it in a short folder like C:\EMT, and extract with 7-Zip. If it still doesn’t work, check the checksum or try on another PC.
