ISP pinout VCC is 1.8v??? why?

Hello Friends, I'm using easyJtag box with this adapter.

The ISP pinout

My issue is the board I am reading VCC is reading as 1.8V yes VCC not VCCq

but VCCq is reading at 1.8v
and VDD1 is reading at 1.2v

QUESTION 1: Why is VCC reading at 1.8v?
QUESTION 2: And how to I even connect to it?

the device works like normal, I have tested it and VCC reads 1.8v I checked the schematics also. I have also checked it with a oscilloscope and multi meter.

VCC = 1.8v
VCCq = 1.8v
VDD1 = 1.2v

Shouldn't it be 2.8v or 3.3v

please help me understand what is going on thank you all.
