What error gives you on the MRT or upload a picture of the error?

MRT TOOL --- Can not change imei number becouse firmware is too high please go downgrade firmware
( mate 9 android 8!!! ) and can not change imei number? How to downgrade to android 7? what files?
And MATE 9 when i put sim card, the phone says : NCK network locked!!
