Question for experts

When I have a dead mobile I connect it to a computer to know if Device manager ( in Windows) can see that device( if a new COM port is added or not). But sometimes Device manager does not add any new device.
In that case I guess there is a problem with CPU.
BUt If eMMC is dead and CPU OK, must Device manager to see that device? In other words can a dead eMMC be a cause why the Device manager will not see the mobil?

Not all time the pc detect the phone on EDL mode (for example), some phone don't have activated these function.
