Also, the TCL 20 XE model keeps relocking itself after installing an update and we get a message that they're permanently locked, so we've had to unlock several phones again. Any solution to that?

Flash firmware from Support and Unlock it again , no need credits again

Yes it will charge for relock boot loader

is it possible to add option to disable Updates? via ADB command and not have the update problem
or can you share the adb commands to disable via abd?
as soon as i did unlock the phone notify about an update...

After unlocking, I run the following commands to disable updates:
adb devices
adb shell
pm disable-user --user 0 com.tcl.fota.system
pm disable-user --user 0 com.tct.smart.aota
